Within their category, managers can assign roles to other users, create subcategories (e.g. for particular schools), create courses, etc.

You can also see categories you can manage at https://learn.up2university.eu/course/management.php

This is a known issue that category managers cannot easily access their categories and the "create course" button. The issue is reported and it's on Allan.
